Enhancing Sewage Management for Recreational Boaters

A significant boost for recreational boaters in Washington has arrived through new federal funding aimed at improving sewage disposal.

Thanks to more than $320,000 awarded by the Washington State Parks Clean Vessel Act Grant Program, recreational boaters will find it much easier to dispose of vessel sewage. These funds are dedicated to developing and maintaining sewage disposal systems specifically for recreational vessels and funding outreach programs designed to inform boaters about the available facilities.

Funding Initiatives for Pumpout Projects

The funding allocated in the most recent grant cycle focuses on several key projects across the state. These initiatives aim to enhance efficiency and accessibility for boaters, ensuring compliance with environmental regulations while enjoying their time on the water. Projects selected for funding include:

  • Port of Port Townsend: $125,329 to support three new mobile pumpout carts and maintain a pumpout vessel, plus operational support for three existing stationary pumps.

  • Manson Parks & Recreation District: $9,900 for ongoing operations and maintenance at Old Mill Park and Manson Bay Marina.

  • Recreational Boating Association of Washington: $27,003 allocated for the West Sound Kitsap Peninsula Mobile Pump Out Program.

  • Zittles Marina: $8,570 for operational and maintenance costs related to two pumpout carts.

  • Carillon Properties: $37,500 to replace a stationary pumpout facility at Yarrow Bay.

  • Point Roberts Marina: $73,432 dedicated to replacing pumpout vessel engines and two stationary pumpouts.

  • Port of Anacortes: $38,456 to upgrade two pumpout carts and one stationary pump.

While grant recipients are required to contribute a 25 percent match, Washington State has allocated funds to assist facilities needing support with these matching requirements. This enhancement fosters growth and development in crucial services.

Significance of Pumpout Facilities

The Clean Vessel Act Grant Program also invests in the operational maintenance of over 100 pumpout and dump station facilities throughout Washington. In the previous year, approximately $844,000 was directed toward these essential operational costs. Effective and accessible pumpout facilities are vital for recreational boaters to adhere to the Puget Sound No Discharge Zone Law, implemented in 2018, which aims to protect local waterways.

Boaters can easily locate pumpout and dump stations across the state through a variety of resources, including interactive maps available on dedicated informational websites and apps that can be conveniently downloaded for on-the-go navigation.

Promoting Cleaner Seas

The grants awarded in 2024 included funding for a mobile pumpout vessel, which provides a unique service by delivering pumpout facilities directly to boaters docked on the water. This project is a collaborative effort involving the Recreational Boating Association of Washington, the Port of Poulsbo, and local cities like Poulsbo and Bainbridge Island.

All pumpout services offered are free of charge, operating primarily in Liberty Bay, Eagle Harbor, Fort Ward, Illahee State Park, and Blake Island State Park, especially during weekends and holidays throughout the boating season. The introduction of mobile pumpout vessels, such as a recently initiated one dubbed “Poo-get Sound,” has proven to be highly successful. Reports indicate that demand for their services has skyrocketed, with the West Sound region nearing the achievement of its annual goal for sewage disposal volume.

The Clean Vessel Act Grant Program continues to champion these initiatives and many more, ensuring that boating remains an environmentally responsible and enjoyable recreational activity.

Benefits and Opportunities for Boaters

Investing in sewage disposal systems not only facilitates compliance with environmental regulations but also cocoons the enjoyment of boating experiences. With the ease of access to adequate pumpout services, boaters can fully immerse themselves in their adventures on the water, free from the worry of waste management burdening their trips.

For future boaters and those planning coastal vacations, awareness of pumpout services should be part of an enjoyable time at sea. The contributions made by the Clean Vessel Act Grant Program only enhance the exploration of beautiful coastlines and open waterways available for adventures across the stunning seas.
